Job Description:

This position is responsible for all clinical operations of the facility in keeping with the overall policies established by the Governing Board, and in compliance with regulatory guidelines, in order that strategic objectives of the facility can be attained. This position directs the hospital's nursing services and has the authority to speak on behalf of nursing to the CEO, Medical Staff, Governing Board, and Governing Body. This position has an active leadership role with the hospital's governing body, senior leadership, and medical staff management in the hospital's decision-making structure and process and participates in defined and established meetings of the hospital's corporate leaders and other senior leaders. This position exercises final authority over personnel providing nursing care, treatment, and services hospital-wide. In addition to nursing, this position is responsible for the following departments: Pharmacy, Radiology, Quality, and Safety to include Patient Safety, Emergency Preparedness and Education. This position provides leadership and direction in ensuring the efficient, economical and effective utilization of facility resources to meet the identified needs of the patient through safe quality care and health service programs. This position is also responsible for all functions and activities related to Risk Management under the direction of the CEO and Governing Board.Essential Job Functions: Coordinates nursing functions at the executive level: develops hospital-wide patient care programs, policies and procedures that describe how patient's nursing care needs, or the needs of patient populations receiving nursing care, treatment, and services, are assessed, evaluated and met; develops and implements the hospital's plans for providing nursing care treatments and services, participates with the Governing Body, Executive Team, Medical Staff, and Clinical Leaders in the hospital's decision-making structure and processes; implements an effective ongoing program to measure, assess and improve the quality of nursing care, treatment and services delivered to patients; approves nursing policies and procedures, nursing standards of care, treatment and services, standards of nursing practice for the hospital, and standards to measure, assess, and improve patient outcomes; functions at the executive level to provide effective and coordinated leadership to deliver nursing care, treatments, and services; organizes and participates in defined and established meetings of the hospital's leadership team.Responsible for nursing policies and procedures, nursing standards of patient care, treatment, and services, standards of nursing practice, a nursing staffing plan, and standards to measure, assess, and improve patient outcomes.Responsible for providing adequate supervision and evaluation of the clinical activities of non-employee nursing personnel which occur within the responsibilities of the nursing services.Is responsible for ensuring that nursing policies, procedures, and standards describe and guide how the nursing staff provides the nursing care, treatments, and services.Is responsible for ensuring that all nursing policies, procedures and standards are defined, documented, and accessible to the nursing staff in written or electronic format.Is responsible for the overall day-to-day operations of the facility: develops facility policies and procedures under the direction of the Governing Board and Chief Executive Officer; organizes the functions of the facility through appropriate departmentalization and the delegation of duties; reviews personnel policies and practices to ensure they adequately support patient care needs; maintains complete personnel files as required; develops mechanisms to motivate and reward support staff as needed to assure a high level of productivity, motivation, and optimal utilization of resources; facilitates interdisciplinary collaboration in the planning and delivery of patient care.Maintains appropriate facility-wide staff levels to meet established standards of patient care: develops and continually updates recruitment and retention plans to ensure staffing needs are met; develops and maintains a system for monitoring license/credentials of professional staff; sets competitive compensation and benefits package and monitors package to ensure rates remain competitive; develops and implements a performance management plan to include job descriptions, performance appraisals, appropriate and timely counseling and disciplinary actions.Functions as liaison with Governing Board, medical staff and facility department: participates with Governing Board in establishing strategic objectives for the facility based on the identified needs of the community; assists Governing Board in developing short term and long-range plans which support the facility's philosophy and general objectives.Ensures compliance with all regulatory agencies governing health care delivery and the rules of accrediting bodies by continually monitoring nursing operations, and programs.Establishes and participates in committees designated for performance improvement, infection control, risk management, professional ethics, and policies and procedures established by the facility: makes certain that hospital-wide performance improvement and training programs address problems identified by the individual responsible for infection control land prevention and threat corrective action plans are successfully implemented; ensures appropriate nursing representation on various multidisciplinary committees; oversees the preparation of reports for meetings with Governing Board; attends Medical Executive Committee and Board of Manager meetings and submits required reports.Ensures that facility operations are conducted in accordance with established fiscal/physical resource guidelines: utilizes available staff to provide patient care on a twenty-four (24) hour basis in compliance with standards established for patient care and within budget guidelines with at least one registered nurse on site who provides or supervises the nursing services; submits records, reports, recommendations, proposals and/or alternatives for planning, implementing, monitoring and evaluating fiscal/physical management; negotiates all facility clinical contracts; supervises all clinical contract services.Adheres to all Hospital Policies and Procedures, specifically Guidelines for Appropriate Conduct, Corporate Compliance, Diversity, and Confidentiality.Identifies potential risks to patients: identifies risks to patients in order to reduce incidence of injury; identifies actions to eliminate, minimize or report risks; identifies procedures to follow in the event of an incident; reports processes for common problems, failures and user errors. Handles legal correspondence relating to pending claims, medical review panels, and/or potential claims.Prepares and submits reports related to Risk Management.Demonstrates the spirit of the philosophy, mission, and values of the hospital through words and actions and implements them into departmental processes, programs, and the working environment.Education: Postgraduate Degree in nursing or a related field; or the knowledge and skills associated with an advanced degree; or a written plan to obtain these qualifications.Experience: Minimum of five (5) years experience in an administration and/or surgical setting with progressively increasing managerial responsibilities. Demonstrated problem-solving skills and effective communication skills.Required License/Certifications: Current Louisiana state license as a registered professional nurse; current BLS, ACLS, and PALS certification.Required Skills, Knowledge and Abilities: Effective communication skills; both orally and written. Computer skills needed. Ability to manage a team and work with others within a team to ensure quality patient care. Strong problem-solving skills.
