Job Description Summary

This position reports to the Vice Chancellor of Student Services in fulfillment of the College’s mission. The Director of Student Financial Aid is responsible for the financial aid functions of the institution providing the leadership and strategic vision in the planning development and administration of the unit. The Director of Student Financial Aid will have overall responsibility for ensuring the delivery of quality customer service, efficient processing of student financial aid and adherence to both state and federal compliance reporting. This professional will provide leadership and direction in the development, implementation, and management of the student financial aid services, programs, trainings, and office management. This position also supports and assists in executing strategies to improve efficiency and customer service; supports institutional effectiveness.

This position addresses tight deadlines and a multitude of activities including, registration, financial aid reporting, new aid year set up, and reconciliation and audit activities. The Director of Financial Aid will have contact with senior-level administrators, the LCTCS Internal Auditor, and external agencies which requires strong interpersonal communication skills both written and verbal.

Essential Duties and Responsibilities:

• Develop, articulate, and implement policies and procedures for student financial aid including all federal, state, institutional, and privately funded financial aid programs, and loan default prevention.

o Manages the development and/or revision of policies and procedures.

o Identifies the need to develop or revise policies and procedures. Initiates action through established change review committees.

o Appropriately researches policies and procedures for compliance with rules, regulations, guidelines, standards or related policies and procedures.

o Carefully monitors newly developed and/or revised policies and procedures for accuracy and effectiveness.

o Facilitate meetings to guide the Financial Aid team in developing policies and procedures for their specific areas.

o Document, edit, proofread, and distribute departmental policies and procedures.

o Develop format(s) to meet specified needs of the department while assuring conformity with institutional and system policy guidelines.

o Assist in the development and implementation, and support of projects for business processes.

o Collaborate with peer functional teams before finalizing policies and procedures to ensure that the expected results are understood.

o Manage content and version controls of policies.

o Support departmental and division training classes as needed.

• Ensure compliance with federal, state, private and College regulations and program guidelines for the Office of Financial Aid.

o Ensures that the College has exception-free Financial Aid audits and program reviews by keeping abreast of and implementing all federal and state laws and regulations that pertain to the programs administered by the Financial Aid Office;

o Ensures annual federal and state reporting requirements are met.

o Interprets and applies federal laws and regulations; college policies and regulations; and state regulations relating to the delivery of student financial aid;

o Monitor and analyze quality of financial aid work.

o Ensures that the computer system continues to operate as required. Involved in validating/designing suggested changes to ensure requirements continue to be met. Works with the LCTCS staff for program administration support as needed.

• Participate with the leadership of Enrollment Services by planning and implementing appropriate strategies to maximize the use of financial aid in support of recruitment and enrollment goals of the college.

o Prepare an end-of-the-year office annual report including: highlights, statistical analysis and future year goals.

o Analyze and identify the strengths and weaknesses of service delivery options and exercise critical thinking, problem solving, and judgment skills.

o Ensure financial aid outreach and consumer information through publications, marketing communication and correspondence, and presentations on and off campus.

• Maintains knowledge of current trends and developments in financial aid. Applies relevant new knowledge to the performance of responsibilities.

o Participates in professional training programs, workshops and conferences in the financial aid field and student information software systems.

o Reads and evaluates professional literature on a continual basis.

o Incorporates knowledge of pertinent new trends and developments.

o Provides training to new and existing staff as needed.

• Operates effectively within the organizational structure.

o Contributes to student satisfaction through delivery of quality customer service in all aspects of the administration of financial aid.

o Fosters a positive and productive work environment while leading and motivating staff.

o Monitors and analyzes department work to develop more efficient procedures and uses of resources while maintaining a high level of accuracy.

o Collaborates with other department managers to support overall departmental and institutional goals and objectives.

o Responsible for staff selection, leadership, management, training and evaluation with emphasis on maintaining a healthy work environment.

o Ensures that financial aid is staffed with qualified personnel capable of meeting the objectives and responsibilities. Responsible for continued development of these staff members.

o Handles personnel issues relating to staff conflicts, absenteeism, performance issues, etc.

o Work with each direct report to establish goals and objectives for each year and monitor and advise on the progress to enhance the professional development of staff.

o Works as a professional team member within the department unit and college community.

o Conducts college-wide training on financial aid regulations and procedures.

o Shows initiative on new projects or processes; seeks alternative solutions to problems.

o Shows flexibility in response to process change and adapts to and increases knowledge on new methods and procedures.

o Accepts and performs other duties as assigned.

• Implement, review, and evaluate the adequacy and effectiveness of internal controls for proper aid administration.

o Design, review, and update control framework documentation and procedures.

o Walk through processes to determine testing readiness.

o Define and implement remediation plans as necessary.

o Integrate lessons learned from previous audits.

o Review and evaluate compliance with federal, state, and LCTCS regulations.

o Support functional areas with review and evaluation of audit reports and coordinate action plans as necessary.

• Serve as liaison to families and appropriate internal and external offices, agencies, and organizations regarding program policy, planning, administrative implications, audits and service delivery.

o Work closely when necessary with students and their families to provide information and resolve issues.

o Serve as the primary liaison with the College and LCTCS Informational Technology to provide the direction of operating systems to support the overall strategy with particular emphasis on technological solutions.

o Support and participate in communication strategies for all audit engagements that build and maintain relationships with all stakeholders.

o Serves as the point of contact and information for the Office of Financial Aid.

o Provide up-to-date information to management.

o Assists management in reviewing and responding to draft audit findings, recommendations, and draft reports.

o Responsible for the implementation of agreed upon recommendations, related to areas of responsibility, resulting from the audit findings.

Qualifications Preferred

Prior experience with the Ellucian BANNER system is highly desirable as well as proficiency in utilizing analytical software, a personal computer, and related software including Microsoft Office, the Internet, and financial applications.

Experience Required

Master’s degree is required. Candidate must possess at least five (5) years of full-time progressively responsible experience in financial aid, preferably within a public two-year higher education institution. An equivalent combination of training and experience may be considered.
