Job Description Summary
This position reports to the Vice Chancellor of Student Services
in fulfillment of the College’s mission. The Director of Student
Financial Aid is responsible for the financial aid functions of the
institution providing the leadership and strategic vision in the
planning development and administration of the unit. The Director
of Student Financial Aid will have overall responsibility for
ensuring the delivery of quality customer service, efficient
processing of student financial aid and adherence to both state and
federal compliance reporting. This professional will provide
leadership and direction in the development, implementation, and
management of the student financial aid services, programs,
trainings, and office management. This position also supports and
assists in executing strategies to improve efficiency and customer
service; supports institutional effectiveness.
This position addresses tight deadlines and a multitude of
activities including, registration, financial aid reporting, new
aid year set up, and reconciliation and audit activities. The
Director of Financial Aid will have contact with senior-level
administrators, the LCTCS Internal Auditor, and external agencies
which requires strong interpersonal communication skills both
written and verbal.
Essential Duties and Responsibilities:
• Develop, articulate, and implement policies and procedures for
student financial aid including all federal, state, institutional,
and privately funded financial aid programs, and loan default
o Manages the development and/or revision of policies and
o Identifies the need to develop or revise policies and
procedures. Initiates action through established change review
o Appropriately researches policies and procedures for
compliance with rules, regulations, guidelines, standards or
related policies and procedures.

o Facilitate meetings to guide the Financial Aid team in
developing policies and procedures for their specific areas.
o Document, edit, proofread, and distribute departmental
policies and procedures.
o Develop format(s) to meet specified needs of the department
while assuring conformity with institutional and system policy
o Assist in the development and implementation, and support of
projects for business processes.
o Collaborate with peer functional teams before finalizing
policies and procedures to ensure that the expected results are
o Manage content and version controls of policies.

• Ensure compliance with federal, state, private and College
regulations and program guidelines for the Office of Financial
o Ensures that the College has exception-free Financial Aid
audits and program reviews by keeping abreast of and implementing
all federal and state laws and regulations that pertain to the
programs administered by the Financial Aid Office;
o Ensures annual federal and state reporting requirements are
o Interprets and applies federal laws and regulations; college
policies and regulations; and state regulations relating to the
delivery of student financial aid;
o Monitor and analyze quality of financial aid work.
o Ensures that the computer system continues to operate as
required. Involved in validating/designing suggested changes to
ensure requirements continue to be met. Works with the LCTCS staff
for program administration support as needed.
• Participate with the leadership of Enrollment Services by
planning and implementing appropriate strategies to maximize the
use of financial aid in support of recruitment and enrollment goals
of the college.
o Prepare an end-of-the-year office annual report including:
highlights, statistical analysis and future year goals.
o Analyze and identify the strengths and weaknesses of service
delivery options and exercise critical thinking, problem solving,
and judgment skills.
o Ensure financial aid outreach and consumer information through
publications, marketing communication and correspondence, and
presentations on and off campus.
• Maintains knowledge of current trends and developments in
financial aid. Applies relevant new knowledge to the performance of

absenteeism, performance issues, etc.
o Work with each direct report to establish goals and objectives
for each year and monitor and advise on the progress to enhance the
professional development of staff.

o Conducts college-wide training on financial aid regulations
o Shows initiative on new projects or processes; seeks
alternative solutions to problems.
o Shows flexibility in response to process change and adapts to
and increases knowledge on new methods and procedures.

• Implement, review, and evaluate the adequacy and effectiveness
of internal controls for proper aid administration.

o Review and evaluate compliance with federal, state, and LCTCS

external offices, agencies, and organizations regarding program
policy, planning, administrative implications, audits and service

o Serve as the primary liaison with the College and LCTCS
Informational Technology to provide the direction of operating
systems to support the overall strategy with particular emphasis on

o Assists management in reviewing and responding to draft audit

Prior experience with the Ellucian BANNER system is highly
desirable as well as proficiency in utilizing analytical software,
a personal computer, and related software including Microsoft
Office, the Internet, and financial applications.
Master’s degree is required. Candidate must possess at least
five (5) years of full-time progressively responsible experience in
financial aid, preferably within a public two-year higher education
institution. An equivalent combination of training and experience
may be considered.
